We set out that the Downs are the Downs - the open, highly characteristic chalk ridge from Winchester to Brighton, with almost no settlement. The well-settled Wealden clays and sands are not, and never have been, the Downs, nor are they suited to being part of a National Park.

The Landscape Assessor and Inspector agreed with us, with many references to HDA plans and to the West Sussex County Council and Chichester District Council evidence that we submitted - the Downs are the Downs.
